Mimoun was born in the village of [[Bouhlel Tozeur|Bouhlel]] near the [[Degache]] Delegation, in 1938. He later moved to [[Tozeur]], where he settled in the [[Medina quarter]] of Tozeur (Ouled El Hadef).
Mimoun was one of the pioneering artists from his hometown. He performed at weddings in [[Tozeur]] and composed a number of songs. He is most notably recognized for his song "Howa Walla La".
